Sharing knowledge for
the cybersecurity of all

An Observatory, by definition, analyses a given reality with the aim of making it more understandable and, therefore, the action in relation to it more conscious and strategic. The Cybersecurity Observatory aims to observe the cybersecurity phenomenon in Portugal, in its various components, in order to inform stakeholders and support the definition of public policies. With a multidisciplinary vision, the Cybersecurity Observatory systematises available information or promotes its collection in the domains of Society, Economy, Public Policies, Ethics and Law, Risks and Conflicts, as well as Innovation and Future Technologies.

SOCIETY
This line of observation refers to the attitudes and behaviour of human beings in relation to IT security, often referred to as the 'human factor'. It encompasses the values, perceptions and actions of users, technicians or decision-makers in this field, including education and awareness-raising.
ECONOMY
The economics of cybersecurity means the management of economic resources available by organisations with regard to the prevention of cyber threats or the reaction to cyberattacks. A line of observation in this field encompasses costs, investments and the market in terms of supply and demand.
PUBLIC POLICIES
One of the goals of the Cybersecurity Observatory is to provide data for the creation of public policies informed and aware of the state of the country in this matter. At the same time, it intends to map the policies that are developed in order to provide a panorama and a comparison between countries, clearly identifying Portugal's position in this respect. The observation line Public Policies aims to respond to this need.
ETHICS AND LAW
Cybersecurity poses new legal problems, as a result of the effect of technological transformation on society. Alongside this issue, but not reduced to it, comes ethics, as a sphere that reflects on fair or correct behaviour. This line of observation focuses on the challenges that IT security poses to these two domains, considering the construction of legal frameworks and values.
RISKS and CONFLICTS
Cybersecurity is by definition about risks and conflicts, i.e. incidents that may pose threats to IT security. There are various types of threats, threatening agents, target organisations or attack styles. The Cybersecurity Observatory seeks to understand these variables and their relations and patterns over time. A line of observation dedicated to these aspects is essential to develop strategies to protect cyberspace.
INNOVATION AND FUTURE TECHNOLOGIES
Line of observation that includes research and development, as well as the emergence of new technologies, within the scope of cybersecurity. It seeks to map and monitor the scientific practices conducted out in Portugal on cybersecurity, as well as to identify the technological applications that may emerge in the future and pose new challenges to cybersecurity.

STUDY ON POST-SECONDARY AND HIGHER EDUCATION IN CYBERSECURITY

This study presents a characterisation of the courses in cybersecurity and the implementation of cybersecurity contents in courses and study cycles in the area of Computer Science in Portugal, focusing on post-secondary and higher education. It also analyses the master's dissertations and doctoral theses, over the last 10 years, in cybersecurity.

SOCIETY 2021 REPORT

The 3rd edition of this Report, besides, as usual, analysing the data on attitudes, behaviour, education and awareness regarding cybersecurity, has as a novelty the highlighting of some indicators correlated with possible impacts of the National Strategy for Cyberspace Security; a new chapter on the uses of digital technologies in general; the deepening of the survey on awareness-raising actions; and a set of recommendations

RISKS AND CONFLICTS REPORT 2021

The Risks & Conflicts 2021 Report analyses the year 2020 and previews 2021 and 2022, using indicators produced by the CNCS itself, contributions from various partners and data resulting from community surveys, as well as an overview of public data from other entities.

ETHICS AND LAW REPORT 2020

The Report Cybersecurity in Portugal - Ethics & Law 2020 describes some of the ethical problems that are faced in relation to cybersecurity and makes a history of the Portuguese and European laws that are related to this domain. It also tries to show some aspects related to the application of these laws in Portugal.

SOCIETY 2020 REPORT

The Cybersecurity in Portugal Report - Society 2020 is the second edition of the Society Observation Line Report. As in the first edition of 2019, this document presents indicators on attitudes and behaviours, as well as education and awareness, regarding cybersecurity, in Portugal. This edition updates data from the previous Report, but also adds information on organisations. It also makes a global analysis that allows a synthetic perspective on this reality, presenting the strengths and weaknesses of the country in these matters.

Enquiries

The Cybersecurity Observatory develops surveys, often in collaboration with other partner entities, on the state of cybersecurity in a wide variety of domains.

Cybersecurity and Distance Learning Survey - January 2021

This survey, in collaboration with the Directorate-General for Education, was aimed at non-university teachers and focuses on the cybersecurity-related behaviours experienced by the teaching profession during the second semester of the 2019/2020 academic year, during which distance learning replaced face-to-face teaching, as a result of the Covid-19 pandemic.

Mission, vision and values

MISSION

The Cybersecurity Observatory aims to be a platform for analysis and systematisation of knowledge, as well as for debate, around multidisciplinary cybersecurity issues, identifying trends with temporal references and articulating the various stakeholders in the collection of information.


VISION

Development and dissemination of multidisciplinary knowledge on cybersecurity in the creation of a more secure society, aware of the risks inherent to cyberspace.


OBJECTIVES
  • Systematise the knowledge and data available on behaviour, technology and the market in the field of cybersecurity;
  • Identify trends based on systematised information;
  • Promote debate and reflection around cybersecurity, articulating higher education, the public sector and the private sector;
  • Contribute to the construction of models of good practice and to the definition of public policies.

Advisory Board and Partners

As a governance model, the Cybersecurity Observatory operates in two spheres:


ADVISORY BOARD
Constituted by academics from each of the scientific areas of the Observation Lines, its mission is to evaluate, propose and discuss indicators, research and products, as well as to suggest the preparation of documents and the holding of meetings. The Advisory Board must work as a whole, but eventually it may be divided into sectorial working groups.

PARCEIROS
With a view to involving the community, the Cybersecurity Observatory intends to create relations within its scope with civil society entities, with whom we try to contact and establish partnerships. These entities may contribute in three different ways, depending on their characteristics, to the knowledge about cybersecurity in Portugal: producing statistics, developing R&D or mediating the collection of data among the target publics.
