The mission of the National Cyber Security Centre (CNCS) is to help citizens and companies use cyberspace freely, reliably, and safely.
WHAT IS CYBERSECURITY?
The concept of cybersecurity, throughout time, even motivated by the very notion of digital transformation, has been subject to several interpretations. If it can be understood as the set of measures and actions necessary to prevent, monitor, detect, analyse, and rectify networks and information systems against the threats to which they are exposed, trying to maintain a desired state of security and ensure the confidentiality, integrity, availability and non-repudiation of information, it can, on the other hand, be defined as the feeling of security perceived by people when using the Internet and digital technologies.
NCSC MISSION
It is precisely with a focus on this context of secure interaction, as much as possible, of people, processes and technologies, that the Portuguese National Cybersecurity Centre (NCSC) develops its mission with the aim of contributing to a free, reliable and secure use of cyberspace of national interest.
Acting as operational coordinator and national authority in matters of cybersecurity for State entities, operators of national critical infrastructures, operators of essential services, and digital service providers, the NCSC also conveys its action to society in general.
WHAT WE DO
To achieve this goal, the NCSC develops a set of activities aimed at citizens and organisations, within the following lines of action:
- Awareness raising and training for (more) safe and responsible behaviours and attitudes in the use of technology and cyberspace and specialised training in the various domains of cyber security;
- Production and dissemination of alerts, guidelines and good practices for the (safer) use of technology by citizens and organisations, as well as technical recommendations and the production of standards and benchmarks aimed in particular at organisations;
- Production of knowledge about the state of national cyber security in its various aspects, including the definition of the national cyber security alert level;
- Through its internationally accredited CERT.PT service, and in strict articulation with the other competent bodies, effectively coordinating the response to incidents affecting the cyberspace of national interest; and
- Under the Legal Framework for Cyberspace Security, which transposes the European Directive on network and information security, exercising the powers of regulation and supervision for the different sectors of economic activity.
CNCS HISTORY
Through the Resolution of the Council of Ministers No. 42/2012 of 13 April, the installation commission is created with the objective of creating, installing and making operational a National Cyber Security Centre. On 6 October 2014, the CNCSeg (NCSecC) was created, within the National Cyber Security Office, through Decree-Law No. 69/2014 of 9 May. The NCSC acquired its current designation through Decree-Law No. 136/2017 of 6 November. With the publication of Law No. 46/2018, of 13 August, establishing the Legal Regime of Cyberspace Security, the CNCS was assigned the role of National Cyber Security Authority and CERT.PT was assigned the role of international single point of contact for cyber incident response.
